My Lord,

I have the honour to address Your Lordship on the subject of the supervision of the Praya East Reclamation Scheme which is now shortly to be commenced and to recommend that Mr. John Duncan, who has been engaged during the past years in carrying out the preliminary investigations required, be appointed Engineer in charge of these works. Mr. Duncan's salary under the revised scheme of salaries will be at the rate of £620 per annum which, I consider,

io inadequate remuneration for the important duties which he will be called upon to perform, and I recommend, therefore, that Mr. Duncan be granted a special allowance of 83,000 a year during the period when he is actually engaged on the Praya East Reclamation works.

I would refer Your Lordship to Mr. (now Viscount) Harcourt's despatches No.151 of the 25th May, 1912, and No.104 of the 24th April, 1915, when similar special

allowances were approved in connection with this and other important public works.
